1. Allow API key to be specified via env variable 2. Improve module doc string 3. Make sure we don't leak API key in the script output 4. Don't update the file if nothing has changed.

This pull request adds a new Travis CI job which runs on a daily basis and scrapes provider pricing data and publishes pricing.json file to a public read-only S3 bucket.
At the moment we only scrape pricing for GCE since EC2 script is broken, but once #1469 and #1470 are finished and merged, I will update it to also scrape pricing data for EC2 and Azure.
