revert: remove Log Is the Runtime blogs

Summary

• revert the documentation changes introduced by docs(blog): explain Maka's append-only runtime #4565 and docs(blog): add English Log Is the Runtime #4567
• remove the Chinese and English Log Is the Runtime blog files
• restore the documentation authority map to its state before the blog directory was added

The removed content remains recoverable from the two original pull requests and their Git history.
