Round 5 core from notes/ui-convergence-map-2026-07-09.md, executed inline: SectionHeader (title/count/subtitle/action/accent/as) replaces the three hand-rolled dialects — skills section rows (3 sites), daily-review's accent-bar archives header, permission's 功能能力 header with trailing 展开详情. Count slot bakes tabular-nums; the accent bar uses the --status-running semantic alias after the #406 governance contract rejected raw var(--accent) (the loop working as designed). Desktop 2297/2297 + typecheck + dead-css + alignment auditor clean; captures verified. ActionRow/EmptyState-inline remainder tracked on the map.

skills' span-row (label + N 个 + trailing filter cluster), daily-review's
accent-bar h4 + count, and permission's h4 + subtitle + trailing button
were the same header hand-rolled three ways. One primitive now owns it:
title/count/subtitle/action/accent/as slots, count bakes tabular-nums,
the accent bar rides the --status-running semantic alias (the #406
governance contract rejected raw var(--accent) — correctly). Call sites
keep their wrapper classes; permission's redundant header CSS pruned.

Desktop 2297/2297, full typecheck clean, dead-css + alignment auditor
clean, skills/daily-review captures verified.
