Clean mechanical backport of #13034 (merged to master). The two-line change removes the ${project.version}/ prefix from RAT upload directory paths (source and binaries), relying on download_path_suffix configured by asf/rat instead.
Verified the diff is faithful to the original. No issues.
Milestone: Should be set to 3.10.0 (currently unset).
