Summary

NIFI-16263 Streamlines the Process Group authorization handling across multiple REST API Resource classes and methods.

The majority of the changes involve relocating current implementation from current Resource class methods into shared utility classes. This approach follows the pattern of similar authorization handling that applies to multiple REST API methods.

Changes include applying consistent referenced component resolution for flow update and process group replacement methods.
