Use Ossie branding instead of former name Open Semantic Interchange - #244

The project was renamed to Apache Ossie. Replace remaining occurrences of the former name Open Semantic Interchange in package metadata, docstrings, and converter docs with Ossie. The historical formerly known as references in README, CONTRIBUTING, and docs are intentionally kept. Also adds the missing final newline to several pyproject.toml files to satisfy .editorconfig (insert_final_newline = true).
