I got the same error and had fixed it.
check the pulsar-init logs by: docker logs pulsar-init
if you see:

then you can modify the compose.yaml file, change the pulsar-init's command to a one line command like below:
bash -c "bin/pulsar initialize-cluster-metadata --cluster cluster-a --zookeeper zookeeper:2181 --configuration-store zookeeper:2181 --web-service-url http://broker:8080 --broker-service-url pulsar://broker:6650"

then retry docker compose up -d, you will get

✔ Container zookeeper Healthy 16.4s
✔ Container pulsar-init Exited 15.6s
✔ Container bookie Started 15.8s
✔ Container broker Started
