Add 2.9.0 as the current stable release on the download page, move 2.6.0 links to archive.apache.org, and add 2.9.0 release notes to the site navigation menu.
Revert moving 2.6.0 to archive.apache.org; keep existing mirror URLs for the 2.6.0 release entry on the download page.
