What changes are included in this PR?
Adds the missing
docs/release-notes.mdentry for 0.4.0 (highlights mirrored from the release blog post) and a new entry for the upcoming 0.4.1 release, covering everything onmainsince the 0.4.0 branch point.Dependency bumps and CI-only chores are omitted and related PRs are grouped on one line, following the format of the existing 0.1.0–0.3.0 entries.
