* update community link and introduce slack * reorder and have browser pop to new window * update css tags to make better sense * reorder tabs to put similar items next to each other

Description
Admin footer links have aged and need some love.
Solution
Update links where it makes sense, introduce a link to the community Slack channel as I suspect the split between IRC and Slack is 99% slack to 1% IRC ;-)
I wanted to add a "Slack" icon, but wasn't sure how to procure one, and what licensing ramifications might be, so I bailed on that.
