[Feature] The external links should can be clicked when task is not running status!

Description

Hello! I have configured the several external links for flink task, including the promethus flink dashboard, the flink task log center and the flink k8s rancher address. However, I have start my flink task on k8s which have some problem and flink task start to restart, and the k8s pod still running, I want to see the log which in my log center and the flink k8s rancher but can't click cause flink task status is not running.

I suggest that the external link should can be configured with several options, such as can be clicked when task is failed/running/restarting/initializing etc.
