ci: remove unused submoduled GHA workflows

SUMMARY

Removes unused and/or always-failed GHA workflows that are submoduled.

• comment-in-pr isn't used anywhere in the codebase
• latest-tag is used in an always-failed workflow since v4.1 but given that all the release since there were well off, the workflow seems to be excessive.
