As discussed on the dev lists of ATS and the incubating PageSpeed project, deleting the plugin from this codebase in preparation of moving it into the incubating Apache PageSpeed project.

Looks good. We'll move this into the Pagespeed repo later I assume. I'm not sure if or how you can retain the history from our repo back into the new repo though, but don't know if it's worth dealing with rather than just a new code dump.
