This fixes a situation where the request body was not drained under certain circumstances. See apache#8951 --- * Add autest to reproduce the conditional get cache body drain issue (cherry picked from commit 060569f) * Add recommended fix to drain request body on cache noop action (cherry picked from commit 2fa6ea9) * PR feedback.
