Add the December 2026 summit page The Fall 2026 summit is set for December 2-3, announced on dev@. The new page carries the joining details, the call for talks (closes November 13) and the draft agenda. ATS Summit Planning now points to it, and the sidebar, Home and Summits link to it directly.
Move the next-summit draft to its own page and restore the May 2026 record The May 2026 page had been reworked into the plan for the next summit, which left no record of May 2026. The draft now lives on ATS Summit Planning, linked as Upcoming. Also add the Fall 2025 summit and the project's combined committer and PMC vote rule.
Correct crash log and core file guidance, three Summits rows, and add the KEYS step Crash logs are only written by builds with libunwind; say how to get a core otherwise. Fix the Fall 2015 and BarCamp 2014 venues, mark the 2021 tutorial series as proposed, and note that release managers publish their key.
Add Summits page, bug report and API review guidance, and a note on where docs live Summits lists every summit and hackathon since 2009 with links to the archived Confluence pages and slides. Contributing gains a section on writing a useful bug report, and Code Review gains the API change review step.
