fix(deps): update all dependencies and regenerate tooling

Updates multiple dependencies across npm and Go ecosystems, including major version bumps for GitHub Actions (setup-go v5→v6, setup-node v4→v6, codeql-action v3→v4) and npm packages (eslint-plugin-react-hooks v5→v7, vitest v3→v4).

Changes

• Updated TypeScript ESLint packages (8.39.1 → 8.46.2)
• Updated Go dependencies: starpc (v0.39.8 → v0.39.10), golangci-lint (v2.4.0 → v2.6.0), goreleaser (v2.11.2 → v2.12.7), golang.org/x/tools (v0.36.0 → v0.38.0), gofumpt (v0.8.0 → v0.9.2)
• Regenerated Go tooling manifests (go.mod.tools, go.sum.tools, tools/go.mod, tools/go.sum) via yarn gen to sync with updated dependencies
