Repo Naming

I am trying to catch as much of the provenance of what happened here in issues as it happens. I want to get things clean before moving forward, and the naming of the repo matters.

1. I am going with opinionated naming -- spotlight as the name
2. Instead of CLI I am calling this tools, because there are several libraries in there.

I have already pushed this change through and updated all repos and docs accordingly.
