The Doctrine (ORM, ODM, Common) and JSON:API components ship filters
implementing OpenApiParameterFilterInterface that instantiate
ApiPlatform\OpenApi\Model\Parameter, and none of them depends on
api-platform/openapi. ParameterResourceMetadataCollectionFactory only
guards that call with class_exists() as of v4.4.0-alpha.4, so an older
metadata makes them fatal on an install without the OpenApi component.
