fix(release): publish existing immutable tag

Summary

• remove redundant --target from GitHub Release create/edit for the already-existing immutable Beta 4 tag
• preserve exact source binding with remote annotated-tag peel plus GraphQL tagCommit
• bind recovery to root run 31412976593 and direct predecessor 31441693191, including exact jobs, steps, artifacts, digests, and ancestry
• execute publish helpers only from the exact current tooling commit Git objects
