ci: use a plain semver tag so SPM can resolve the release

- SPM only resolves semver tags (1.0.0 / v1.0.0); the prefixed argus-sdk-v1.0.0
  tag was invisible to SPM. Since this repo ships a single product, use a plain
  <version> tag for all three paths (SPM / CocoaPods / direct download)
- podspec :tag -> package version without the leading v
- release_framework: tag = <version>
