[Task]: fix JUnit TC for consolidated APIs

[sumitsum]

• JUnit TCs for consolidated API throw mockito related error on EE but work fine on CE. Due to this the tests were disabled. Need to fix this issue and re-enable the tests.
• Also, add JUnit test cases for sub api authorization test using anonymous_user.
