[Bug] While reordering pages, the home page still shows up as the first tab

Description

As a user, I expected that the page order would be maintained in the View mode exactly. Instead, I noticed that the Home page shows up first & then the other pages in order. We should focus on the home page by default, but it's position should be as per the defined page order.

Steps to reproduce the behaviour:

Add steps to reproduce this behaviour, include console / network logs & screenshots

1. In a multi-page application, go to page settings
2. Move the home page to the end of the list.
3. Deploy the app
4. See that the home page is still the first tab in the navbar.
