Bug Fix

Task tools not working when enabled via API

Previously, task tools (create_task, list_tasks, etc.) were only registered at agent startup. When tasks were enabled via the config API at runtime (without restarting the agent), the tool names were added to the tools list but the tools themselves weren't registered in the registry - causing "tool not found" errors.

Now RegisterTaskTools() is called dynamically when tasks are enabled via API, matching the pattern used for memory and filesystem features.
