Schema migrations and their receipts now commit atomically, including legacy transaction-wrapped table rebuilds and trigger bodies. Invalid foreign-key rebuilds roll back.

Adds acknowledged project event emission for durable application outboxes without changing the existing Emitter interface. Includes recorder support and migration regression tests.

Validation: standalone SDK tests and vet passed. Preserves v0.74.1 authenticated-route behavior.
