Adds provider contracts required by Messaging 0.13.47:

  • SES describe_receipt_rule reads a specific rule before modification.
  • SES update_receipt_rule updates the complete rule in place without injecting defaults that could alter existing settings or actions.
  • Twilio list_phone_numbers and list_whatsapp_senders accept continuation tokens.

Validated with 301 integration tests and the TypeScript build. Existing servers can obtain these definitions by refreshing their integrations catalog.
