Adds the governed transplant verb: copies universal scaffold rules from the named INIT spec into a project RAG on classification Authority A (a rule is universal iff it appears in the spec). Additive-only, fail-loud on collision (never overwrites an independently-authored rule), project-specific rules invisible, dry-run line-by-line, atomic FIX-4 write + meta.transplants audit trail, idempotent, direction-safe. 8 design obligations tested; suite 1929 -> 1946 green; health 21/21. Resolves TRANSPLANT-CLASSIFY-AUTHORITY (Authority A ratified S160).
