Fixes

• Behavior evidence now bounds traversal work as well as returned results, preventing branched call graphs and duplicate paths from exhausting the request budget. Incomplete traversal is reported explicitly. (#309)
• Handlers can now be selected by form or report layout filename as well as layout name, including expression functions in separate modules. Ambiguous matches remain explicit. (#310)
• Publishing a release no longer reports failure for a release that shipped correctly. The final check that each package reached the npm registry gave up after a little over three minutes and threw away its own last wait, while a package of this size can take longer than that to become available — so a perfectly good release was marked red. It now waits proportionately and checks once more at the end, while a package that genuinely never arrives still fails the release. (#307)
