Add support to global platform.txt as in Arduino IDE 1

Re-introduce the support to the global platform.txt file.

I have read that currently is not supported, but I had used it to run automatic script such as https://github.com/fabianoriccardi/git-describe-arduino which relies on it.

I see we have another report about this at arduino/arduino-cli#999.

It is best to have only a single issue per subject so we can consolidate all relevant discussion to one place, so I'll go ahead and close this in favor of the other.
