First independent Mojave release.

• Installs Git distributed Ghi libraries and native Go modules through version 1 manifests and reproducible locks.
• Supports owner/package identities, transitive dependencies, checksum verification, and locked reinstall.
• Exports the Go API at github.com/arm092/mojave/pkg/mojave.
• Provides version, --version, -v, and -V commands.
