A visual editor for the card, scale that finally scales the icons too, and
the fixes both of those turned up.

Added

• A config editor in the picker. The card registers configurable and
  getConfigElement(), so the "Configure" dialog opens a form instead of
  falling back to YAML. Options are grouped into sections - the basic card
  options, tap action, secondary info, toggle, temperature, target
  temperature, hvac mode and fan mode. YAML-only options (change_action,
  active, custom buttons and indicators, ...) are unchanged and still work.
  Ported from Rai-Rai's v2.x editor (#280),
  cleaned up for TypeScript and the current configuration shape.

Fixed

• scale now scales the icons. It grew the type, the layout and the
  spacing and left every icon at the browser's 24px default, so a scaled card
  came out with a large name beside small chevrons - on a wall panel, which is
  what scale is for, that is the whole point missed. Eleven of the seventeen
  icons on an ordinary card were affected: the entity icon, the toggle, the
  target temperature chevrons, every button and every dropdown. The three that
  did scale were the three that sized their own icons.
  Nothing changes at scale: 1 - the ratio used is the one the card was
  already drawing with, so a card that never set scale renders exactly as
  before. #287
• The editor no longer drops YAML-only keys on save. A section the form
  does not expose - hvac_mode.source, fan_mode.source,
  temperature.fixed, secondary_info.source - survived a hand-written card
  until the user touched any field in the editor; the first edit replaced the
  whole section and lost the rest. The editor now merges onto what it was
  given.
• A string tap_action opens with its own action. tap_action: none was
  left as a string, which spread into character keys; the action selector
  opened showing the default more-info even though the card had none.
  The editor normalises the shorthand the same way the card does.
• The e2e no longer intermittently fails waiting for the power_switch
  button. On a fresh latest bench the MQTT fixtures register more slowly
  than on the pinned version, and the button is only built once its entity has
  a state, so the ten-second wait expired. The wait is now 30 seconds.
