A refinement of **candidate mechanism A** below: rather than a companion fixture file, each non-grandfathered `SKILL.md` must carry a body-section paired-negative block (`## Without this skill` / `## With this skill`, both non-trivial and differing — anti-tautology). Grandfather = explicit `EXEMPT_SKILLS` allowlist (the 5 current skills). Principle 02 enforces paired-negative at the rule layer; principle 15 now extends the same idea to the skill layer (ADAPT of Superpowers' «NO SKILL WITHOUT A FAILING TEST», substrate-pure — no dependency). *(Was: ARMED — track without commitment.)*
