Capability gap identified against the CNCF Platforms White Paper. — capability #3 Golden-path templates.

Current: strong docs (ADRs, runbooks, CLAUDE.md authoring rules) + app-alpha as a reference app, but no scaffolding — onboarding an app/tenant is manual (copy app-alpha, hand-edit teams.hcl).

Scope: templates (cookiecutter / Backstage software templates) that generate a compliant app repo (Dockerfile, k8s/ manifests passing the shift-left gate, deploy/preview/validate workflows) and the teams.hcl entry. Codifies the golden path the docs describe.

Superseded — golden-path scaffolding is now concretely specified as ADR-062 (PR-automerge self-service) and decomposed into #279 (scaffolder foundation + GitHub write App), #280 (New Team template), #281 (New Tenant template + CI gate). Note the target changed since this was filed: templates scaffold a Tenant claim (the teams.hcl registry this issue references is retired — claims are the single source, ADR-061/#289).
