BACK stack P6: Backstage plugins (ArgoCD, Crossplane, Kyverno, Grafana)

Phase 6 of ADR-046. Close the loop — surface live status in the portal.

Scope

Backstage plugins on each service's page:

• ArgoCD — deploy/sync status.
• Crossplane — claim / composed-resource status (is the tenant infra healthy?).
• Kyverno — policy reports for the service's namespace.
• Grafana — per-service dashboards (from the observability hub).

Acceptance

• A service's Backstage entity page shows live deploy, infra-claim, policy, and observability status in one view.

Partial progress: Kubernetes plugin DONE (2.4a, live cluster view on Component entities) and ArgoCD plugin DONE (2.4b — Roadie plugin, read-only token, sync/health + deployment history cards on Components + tenant Systems). Remaining for P6: Crossplane (claim/composed-resource status), Kyverno (policy reports per namespace), Grafana (per-service dashboards).

Progress 2026-06-09: ArgoCD plugin is live (2.4b — deploy/sync status on entity pages, read-only token). Catalog-side Crossplane representation also exists via the platform-projection provider (Teams/Tenants/composed resources from the gitops claims, v1alpha2-shaped since backstage#24) — but that's git-derived, not live claim health. Remaining: Kyverno policy reports, Grafana dashboards, and live Crossplane claim/MR status.
