P11 — Cost (OpenCost + CUR→Athena)

Part of the observability epic #102 (Track F). Full design: docs/plans/102-observability-stack.md.

Scope. OpenCost per cluster → cost metrics into Mimir (per-team / namespace / cluster + cross-cluster-transfer dashboards); plus AWS CUR → Athena → Grafana (Athena datasource) for true cloud spend, attributed by the Team tag.

Verify. Per-namespace cost across clusters AND cloud-resource cost by team in one pane.

Dependency / ordering. Needs P2; the cloud (CUR) half is independent. Feeds the broader Cost & FinOps effort and the self-hosted-vs-managed call.

Delivered. Both P11 cost deliverables are built + live: OpenCost runs per-cluster (#1043) feeding Mimir with per-team/per-environment cost dashboards + budgets (#1040/#1041), and the CUR→Athena→Grafana true-spend pipeline shipped (#1064, cross-account #1093, refinements #1095–#1111). Delivered under the ADR-091/#668 cost track rather than the original P11 framing, but the P11 scope is satisfied. (Continuing FinOps practice work lives under the #1052 epic.)
