First release with TPM-backed v2 decay.

Windows x64

• Extract the ZIP.
• Run install.ps1 to install and start the TPM provisioning service.
• Then use decayfmt.exe normally.

Linux x64

• Extract the archive.
• Run the decayfmt binary on a Linux system with TPM 2.0 access.

Usage
