Git Flow v1.0.16

Changes

Fix Windows update installation handoff for setup installers.
Close Git Flow before launching the installer so installed files can be replaced cleanly.
Keep direct executable launching for non-installer assets.
Update in-app version metadata and Windows release artifacts.
