Extracted from ask-rails-harness with a language-agnostic tool contract:
RunCommand, ReadLog, QueryDatabase, ReadModel, SchemaGraph, RunTests.
No Rails dependency — app_root abstraction (defaults to cwd), standalone
DB connection via ASK_DATABASE_URL or config/database.yml, environment
permissions, audit logging, and the minitest JSON reporter/plugin
(minitest 5 auto-discovery, minitest 6 RUBYOPT injection).

run_tests detects the runner: bin/rails test, rspec, or rake test
(TESTOPTS uses the attached --name= form for rake's loader). Spawned
children get bundler env stripped so they resolve their own Gemfile.

121 tests, 0 failures; dogfooded end-to-end against ask-mcp's real suite.
