First public release of the optchat memory provider for Hermes Agent.
Implements the OptChat memory substrate (append-only verbatim log plus
binary summary tree) as recall through Hermes's MemoryProvider ABC,
following Victor Taelin's OptChat spec (Oct 8 revision) and its OptMem
lineage.
Install: hermes plugins install optchat, then hermes memory setup.
