Fixed

• The action now installs on non-root self-hosted runners. It ran
  npm install -g, which writes npm's global prefix. On a runner whose user
  cannot write that prefix (a distro node under /usr/lib), the install failed
  with ENOENT: no such file or directory, mkdir '/usr/lib/node_modules/@askalf/truecopy'. truecopy now installs into
  $RUNNER_TEMP/truecopy-action on every runner, and the action runs that
  binary by absolute path. The download and attestation checks are unchanged.
  The bin directory is still added to PATH for later steps.
