Spec-robustness, enterprise depth, and verification breadth (10-stream batch)

All default-on or zero-config-intelligent; opt-out knobs only. Each stream built
in an isolated worktree, council-reviewed.

  • Acceptance oracle triangulation (P2-3). The checklist now cross-checks the
spec against actual codebase reality (e.g. spec says Postgres, repo wired to
Mongo) and surfaces the conflict as evidence to the council instead of silently
letting the spec win. Opt out: LOKI_CHECKLIST_ORACLE=0.
  • Spec-structure validation (P2-5). A malformed, unparseable, or
missing-referenced-file spec is now flagged early with an actionable message in
    .loki/prd-observations.md.
  • Spec-drift is now blocking (P2-6). When a spec is locked (loki spec lock),
real drift emits High and blocks loki verify instead of a soft concern.
  • Contradiction detection (P2-4). Spec contradictions (internal, and spec vs
the repo's declared dependencies) are tagged as a distinct class that cannot be
assumed away and must be resolved (never auto-acknowledged).
  • Spec-independent invariant detector (P1-4). New detector flags secrets in
source and PII in logs regardless of what the spec says. Available now.
  • Stronger secret scanning (P3-4). loki verify secret scan hardened with a
documented high-confidence pattern set (AWS, private keys, GitHub/Slack/cloud
tokens) that blocks, with low false positives (placeholders and env refs
ignored). Also fixed a latent bug where PEM private-key blocks were never caught.
  • Static-analysis language coverage (P1-6). Auto-detected C/C++ (cppcheck),
Kotlin (ktlint/detekt), and Java (checkstyle) static analysis, with honest
pass-through when the tool is absent. No new flags.
  • Approval workflows (P3-3). The policy-engine approval gate is now a tested,
usable pause-and-await gate; zero-config runs have no gate (engages only when a
    policy file declares one).
  • Org-level cost governance (P3-8). Org/tenant spend rollup + ceiling on top
of per-run budgets, auto-detecting org context; per-run behavior unchanged when
    no org ceiling is configured.
  • Unified audit trail (P3-9). A cross-link + unified-verify capability for the
dashboard (Python) and agent (JS) audit chains now exists and is tested: it can
link the two chains and verify them together. Tamper-evidence here is SHA-chain
integrity (detects truncation or in-place edits of a chain), not HMAC signing.
The capability is not yet wired into a runtime auto-call path, and the
append-only witness is off by default; wiring it into the live verify flow is a
    follow-up.
  • SIEM on-ramps (P3-10). CEF and Splunk HEC export for security/audit events
plus Datadog/Honeycomb OTEL templates; no egress unless an endpoint is set.
  • Bun parity-gap commands (P4-6). loki status now renders the budget/context
gauges identically on the Bun route; parity test extended.
