Evidence Receipt: verify it yourself, Loki never lies about done

Loki already generated a proof-of-run at the end of every build. This release
hardens it into a non-forgeable Evidence Receipt: the deterministic facts are
separated from AI judgments, gaps are surfaced honestly, and you can re-verify
the receipt against your repo yourself.

  • Facts vs assessments: the receipt now splits deterministic, re-derivable FACTS
    (git diff + sha, the build command and its exit code, the test command, exit
    code, and pass/fail counts, per-gate status) from AI ASSESSMENTS (council
    verdict, completion claim), which are clearly labeled as judgment, not proof.
  • Honest headline: a receipt reads VERIFIED only when tests actually ran and
    passed, the build succeeded, and there is a real diff with no gaps. If tests
    did not run or a gate was skipped, it reads VERIFIED WITH GAPS or NOT VERIFIED
    and lists every gap with a reason. A "tests not run" state can never render as
    green.
  • Verify it yourself: loki proof verify <id> re-hashes the receipt (tamper
    check) and re-derives the diff from the recorded base commit against the
    current branch (drift check); exit 0 means clean, exit 1 means tampered or
    drifted. The shareable receipt page prints the exact command and the base
    commit so a skeptic can re-run it. loki receipt is a friendly alias.
  • Real test provenance: the test runner now records the command it ran, its exit
    code, and pass/fail counts (unknown is recorded as unknown, never as zero), so
    the receipt rests on real execution rather than a self-reported flag.

Both routes share one generator (no drift). About 24 new tests lock the honesty
guarantees, including that an untampered receipt verifies clean and a post-build
commit is detected as drift.
