Secure-by-default gate (advisory by default)

A new gate scans the built code for a small set of high-precision, high-severity
security mistakes -- the ones that sink AI-built apps -- and records the result in
the Evidence Receipt. It is advisory by default (it never blocks an existing
build); set LOKI_SECURE_GATE=block to make un-waived HIGH findings stop completion.

  • Five rules, chosen for near-zero false positives (each one fires on the real
    bad pattern but not the safe equivalent): a committed private key, a real secret
    in a browser-shipped file, a literally world-open datastore rule, debug mode
    left on in a production config, and an any-origin CORS policy combined with
    credentials. Each finding names the file and how to fix it.
  • In the Evidence Receipt: the scan is a deterministic FACT. An un-waived HIGH
    finding makes the receipt read NOT VERIFIED -- a build that ships a known-bad
    pattern can never read green. Waived findings are recorded (accepted with
    intent), never hidden.
  • Waivers: loki secure list | waive [reason] | unwaive. A waiver is
    honored by the gate and shown in the receipt.

Honest scope: the gate proves specific known-bad patterns are ABSENT; it does not
claim the app is "secure". Deeper checks (auth/route analysis) are roadmap. About
24 new tests lock the bad/safe precision matrix and the receipt behavior.
