Version bump for the first-run guided tour + pulse feature (merged in #16),
which never made it into main -- PR #16 auto-merged on the commit before this
bump was pushed to that branch, so the resulting release build/publish of
v0.3.1 actually shipped 0.3.0 bits and both PyPI and the MCP registry
correctly rejected it as a duplicate. Re-doing the bump here as its own PR so
it lands cleanly on main before re-cutting the release.
