- Seed root docs/PLAN.md + docs/HISTORY.md on create/init/configure-ai
- Generate feature docs at lib/features/<name>/docs/<name>_plan.md and
  <name>_history.md so filenames stay unambiguous across open tabs
- Add `arcle history add` to log AI/human work to root and per-feature
  HISTORY.md files
- Wire the work-tracking rule into CLAUDE.md, .codex/instructions.md,
  and GEMINI.md so configured agents log work as they go
- Bump version to 2.3.2 and update CHANGELOG/README
