PHP_CodeSniffer PER compatibility
Make PHP_CodeSniffer ruleset PSRDefault compatible with PHP CS Fixer rule single_line_empty_body.
Currently PHP_CodeSniffer does not support methods with an empty body to be placed on a single line, see:
squizlabs/PHP_CodeSniffer#3291
Therefore the rules conflicting with PHP CS Fixer's single_line_empty_body rule are disabled.
