Features

• Add async-pipeline signoff create/status/revoke/check for advisory local
  signoff statuses. New run records include bounded git commit metadata so a
  signoff can require a passed local Pipeline run for the selected SHA, publish
  an async/local/<job> commit status through the local gh CLI, and write a
  local receipt under .async/signoff/<sha>/ without changing branch
  protection.
