Bilinc 2.1.9 is the current public cloud-only SDK, CLI, and MCP release for verifiable agent state.

- Current-state and temporal recall improvements remain in the source runtime without changing the public cloud package boundary.
- Public truth and package metadata are synchronized to 2.1.9.
- Evidence-aware recall, provenance, contradiction handling, snapshots, diffs, and confirmed rollback remain the core product story.
- Added a public technical note, contributor guide, security policy, code of conduct, and issue forms.
Verification
- Bilinc suite: 558 passed, 7 skipped.
- Ruff, package build, public-truth validation, and evidence validation passed.
- Frozen LongMemEval-s guardrail: 500 questions, Hit@5 98.0%, NDCG@5 0.913. This is an isolated retrieval component receipt, not an end-to-end hosted SLA or competitor ranking.
- AMB legacy-v3 and official LoCoMo retrieval-component manifests are stored separately with their exact limitations; they are not presented as universal SOTA claims.
