Support custom timeout for package initialization

It would be nice if one could configure the timeout this uses in the settings. Just so that you can increase it in bad networks…

As we prioritize future work, we'll be looking at enhancement requests like this one to determine where we can deliver the most benefit with the available engineering resources (i.e., full-time Atom engineers, community maintainers, and new contributors). This would clearly be usefull. I sometimes help people with their codes and it would just be insane to be able to set a particular timeout so i can keep on coding when they are away.

Wouldn't it be possible to let us change the setting (in helpers/timeout.js?)?

@superfeedboy: This issue is about setting a custom timeout for package initialization, but it sounds like you're talking about a custom timeout for terminating a portal. As long as the other person keeps their portal open, there shouldn't be anything that stops you from continuing to code while they're away.
