settings-view: pin fork at ee3a658 (babel 5 fix for e39.4 regression)

e39.4 failed to build on all platforms: the pinned settings-view fork
commit used optional chaining, which babel-core 5.8.38 (the build
transpiler for bundled packages) cannot parse. The fork now uses a &&
guard instead; also point package.json at the fork for consistency.
