herdr-usage: herdr now hoists the leading right-only status row onto the section's title line, so the publisher adds an explicit blank row under it (only when the status has content - the --once blank status row is the breathing room itself). Usage rows cap at 22, reserving the two lead slots. Launcher: HERDR_ENV=1 panes exec omp in place like any terminal; agent.start through the socket is popup-only (HERDR_ACTIVE_* without the pane env). CODE_HERDR=0/1 still force either path. Launch parity tests move to popup markers; a regular-pane test asserts no socket traffic.
